Throughout a hearing held on the utilization of Education Ministry funds, Chairman of the Knesset’s Education Commission, MK Zevulun Orlev, stated that "a recent study shows that there is a surplus budget of thirty million shekels that was not used in 2009. The study also revealed that in 2007 and 2008 the mInistry did not use funds in the amount of NIS 50 and 80 million, respectively.

Education Ministry Director General Dr. Shimshon Shoshani said in reply that "the Education Ministry’s budget utilization stands at 99.9%. This record is hard to find in any other government office.
