Speaking at the Jerusalem Conference Thursday, Amir Fisher, head of the Regavim organization, which is dedicated to ensuring that Israel retains control of say lands, stated that there were 64,000 illegally built structures in the Negev, and another 40,000 in the Galilee and Wadi Ara. The numbers were founded on information from the Interior Ministry, he said.

"Sovereignty begins with control of land, and control of land begins with imposition of laws on building and planning," Fisher said. "Where there is no enforcement of these laws, we find organized crime and demands for 'protection' payoffs, and the police refuse to enter these areas," eventually leading to a total loss of control, and later, even sovereignty.
